CALL TO ORDER: The President welcomed everyone

REPORT: Monthly financial summaries for
April 1 through April 30th, along with year-to-date figures, were
distributed and reviewed.
The
membership total is down a little from last year.
After
the tournament at Valley Country, the Pro stated they would like to have the
OSWGA back again next year. We need to
book next year’s tournament within the next month.
If a member enters a male/female event, the cost for
the male partner is the same as the member fee and not the fee of a
non-member.

CHAIRPERSONS’ REPORTS:
Tournament
Chairperson: Reports were submitted
detailing recent tournaments – Quidnessett Country Club on May 4th
and Valley Country Club on May 18th.
At
Quidnessett Country Club, a player teed off from the wrong hole. This was presented to the Rules Committee who
decided that since the player did not use her score on that hole, there is no
penalty as it was a “best ball” tournament.
The Tournament Chair will respond to the parties involved in this
matter. When there is a question about
any issue, a rules official should be notified immediately after play.
The Rules Committee will now wear badges at each
tournament so they may be easily recognized for any questions from the
players. If any committee member is
asked a rules question, they should confer with another committee member before
answering.
After the Fall River Country Club tournament, a player
contested the winners of that tournament saying the team did not meet the
eligibility requirements as described in the OSWGA Handbook – “Team handicap cannot be less than 25”.
The Tournament Chair attended a Rules Committee meeting
that was held on May 18th where this was discussed. Since the winning team handicap total was 23,
the Rules Committee voted to strip the winning team of title and points as they
had not met eligibility requirements as stipulated in the Handbook. It was further recommended that tournament
winners in all categories be rechecked to see if placing and points would
change as a result of this. If so, the
appropriate team placing, prizes and points would be awarded. The Handicap Chair will check this and report
her findings.
Furthermore,
the Rules Committee would ask that the Board adopt a policy that says “it is
the player’s responsibility to abide by eligibility requirements. Any breach discovered even after the close of
the competition will result in the player(s) not being eligible for prizes,
points, etc.”

Committee feels a player should have some culpability in these matters and, in
this situation, should have been aware they did not meet the eligibility
criteria.
The Rules Committee presented their recommendations to
the Board. After discussion, the Board
determined the winners would be stripped of their title and points and the
actual winners of that tournament would be advised they had won. Everyone would be notified via a formal
letter.
Since it was not noticed before the end of the
tournament, those players should keep the gift certificates that had been
awarded them. Other players who have
moved into winning positions will be mailed gift certificates to Golfer’s
Warehouse.
It was determined that the Tournament Chair and other
scoring members should be placed at holes near the clubhouse to be able to come
in as soon as possible so they are prepared for scoring. It was also determined that scorers need to
be a little more separated from everyone.
Mistakes can happen when too many interruptions occur.
It was discussed to have a scoring board at each
tournament for players review posting winners and their scores. If a discrepancy exits, it can be addressed
before prizes are handed out. No
decision has been made on this suggestion.
When a dispute occurs, the Board needs to be more
diligent in getting issues resolved in a timely manner. If a problem is recognized, the Board should
be notified as soon as possible. If
needed, an emergency meeting can be held.
It was also determined that all emails should be
reviewed by another Board member(s) before they are sent.
Handicap
Chairperson: A couple of members
were not affiliated with any club. It
was found they had been mistakenly deactivated and the problem was
resolved. At Fall River Country Club, a
player who played at scratch was found to have a GHIN and the handicap was then
changed.

The Handicap Chair will be checking tournaments at
Quidnessett and Valley to make sure posting is up-to-date.
The OSWGA is now having players post their own individual
scores after tournament play when posting is needed. The Handicap Chair has proposed that she now
posts all players’ scores after those tournaments. With internet posting it is easier to post
all scores rather than go in and check and then recheck again to make sure
scores have been posted. An announcement
can be made and also put on the rules sheet not to post. If a score does happen to be posted twice,
the second posting can be removed. The
next few tournaments are “do not post”.
There is a TPP program that lists members with their
index. The Handicap Chair is requesting
to get a copy of that report every two weeks when GHIN updates.
At Fenner Hill, the men are playing from the white tees
and not the blue as the OSWGA Handbook states.
It
was discussed allowing GPS devices at all tournaments. This will be brought up again at the next
meeting.

TOURNAMENT
DIRECTOR’S REPORT: The Tournament Director sent a report
stating there was a good turnout at Quidnessett Country Club. One player was seen hitting from the wrong
tees. This was forwarded to the Rules
Committee for a decision. (See above.)

OLD BUSINESS: By-Laws review will be in
the August timeframe.
NEW
BUSINESS: Tournament
of Champions applications are low. We need to check with the Tournament Director
to see how many she has received. A decision
will be made by June 6th whether to hold the tournament. The Board
may need to follow up with golf courses to make sure their Club Champions have
received the application.
A
deposit has been sent to West Valley Inn for the 2009 Annual Banquet. We need to verify that the cost is at last
year’s prices.
A
discussion regarding free tournaments for the Board took place. It was also discussed that Board members not
receive the 25 points awarded for entering a tournament if not paying for it.
